The President's January 16, 2007 Message:
Subject: A TROJAN HORSE draped in bipartisan rhetoric
Dear Union Activist:
The Governor's State of the State address last week glossed over faulty funding mechanisms behind his programs --mechanisms which undermine the services which Californian's rely upon. Look for more details in this week's budget message.
The Governor had nothing to say about understaffing and excessive workloads in every department.
A few examples:
The Governor spoke of debt reduction as a critical goal, yet he has proposed an $11 billion prison construction program funded by lease revenue bonds paid out of the state General Fund at the expense of the services we provide. Lease revenue bonds do not require a public vote-that's not debt reduction, that's a Trojan horse without public scrutiny or transparency.
The Governor proposed a massive prison construction program to alleviate the current overcrowding crisis. But as providers of rehabilitation and education services, Local 1000 members know that if we just keep building more prison capacity without doing what it takes to keep people out of prison in the first place, we will soon face the same overcrowding crisis. For every $1 he proposes to spend on rehabilitation, $2,700 would go to construction.
The Governor should be praised for opening the discussion on expanding health insurance coverage. But the governor is also proposing to weaken the current infrastructure by weakening the safety net for public hospitals by $2 billion.
The Governor should not expect the people of California to "come together" around a program that threatens existing services, does not address critical understaffing issues, and substitutes smoke and mirrors for sound budgeting.

Early November 2006 Message from President Ray Reynolds
Dear Union Activist:
In one bold and unjust stroke, President Bush's National Labor Relations Board (NLRB) has invited employers to rob workers of their freedom to have a union by simply reclassifying them as "supervisors."
The Bush-appointed board's decision Friday in the lead "Kentucky River" case could take away union rights from up to 8 million workers. As stated by the dissenting NLRB members, the decision "threatens to create a new class of workers under federal labor law: workers who have neither the genuine prerogatives of management, nor the statutory rights of ordinary employees."
Our workplace rights are in shreds thanks to six years of rule by Bush and his party's leadership in Congress. They've been hard at work serving the rich and wealthy corporations while hacking away at our rights to overtime pay, safe jobs, fair pay, health care, retirement security and our ability to form unions and bargain with employers for a better life.
But this time, they've gone too far. We're not going to take this latest assault. Many senators and all U.S. representatives are campaigning for re-election right now. They want our votes - and that gives us the strength to be heard. Tell your members of Congress if they want your vote, they have got to restore the rights the Bush-appointed labor board is stealing from us.
And if you have had enough of this treatment by the Bush administration and its congressional allies, take the next step: Get active in this year's elections and help us restore a pro-worker national government.

October 13, 2006 Message from President Ray Reynolds

Now that the smoke has cleared and the results are known, we learned some interesting lessons about the 2006 election cycle.
First, Arnold Schwarzenegger won because he spent the last several months campaigning on issues that Labor has championed for years - a minimum wage raise, prescription drug reform and education funding. While the Governor won on these issues, it also puts him in a political bind if he chooses to return to the right wing of his party. It is a prospect we must guard against as we approach the legislative session in January 2007.
Second, when candidates talk about issues working families care about: health care, education, and good jobs -- they win. And when we talk to our members about these issues they become engaged and more active.
Labor's endorsed candidates won 7 of the 9 endorsed statewide offices on November 9th by talking about these important issues. And, in the two races we lost, the victorious Republican candidates won not because they embraced a hard-right agenda, but because they tried as much as possible to hide the fact they were Republicans.
Statewide, our unions mobilized 20,000 volunteers, distributed 1.7 million worksite flyers and talked to over 400,000 union voters.
We helped take back Congress by defeating Republican incumbent Richard Pombo and electing Jerry McNerney in the 11th Congressional District. McNerney won despite a 7 point Republican advantage in voter registration. Key to this victory were labor volunteers walking precincts and making over 20,000 phone calls in just the last 2 weeks of the campaign alone.
In the California Legislature, most of Labor's endorsed candidates won in both the Senate and Assembly. The majorities we retain in both houses will be the launching ground for our advances for members in the next year.
The health care crisis remains unsolved and a major threat to the well-being and economic security of our members. Our renewed efforts on health care reform will determine the direction of legislation in Sacramento next year.
As we begin the real work of the election - turning the results into progress for workers - I invite you to join me at a Health Care Strategy Session this December 4th in Oakland. More information on this important event will be available soon on the website www.calaborfed.org.

Thanks to the commitment of state and university workers throughout California, George Diehr is returning to represent us on the CalPERS Board of Administration. Following dozens of worksite meetings in Sacramento, San Diego, San Francisco, Alameda, Los Angeles, Riverside, Orange and many other California counties, public employees have chosen Diehr by an overwhelming margin.

Howard Schwartz 12,597 votes 32%
Jim McRitchie 6,597 votes, 17%
Total Votes 39,169
“It is unusual to win outright in a three person race so I know that a huge thanks needs to go to all of the activists who helped make sure we can continue the fight to protect our retirement security and keep our healthcare accessible and affordable,” Diehr said. “Together we can continue to make sure our defined benefit pensions are strong and to make sure we have quality healthcare. I look forward to meeting with everyone in the future as I continue my worksite meetings so that CalPERS members can raise their hopes and concerns directly to me.”
